Federal Guidelines for Dam Safety - Hazard Potential Classification System for Dams FEMA 333

Existing hazard potential classification systems are numerous and vary within and between the federal and state sectors. These guidelines set forth a hazard potential classification system for dams that is simple, clear, concise, and adaptable to any agency's current system. The intent is to provide straightforward definitions that can be readily understood by the public and applied uniformly by all federal and state dam safety agencies. The guidelines do not establish how the system will be used, such as prescribing specific design criteria or prioritizing inspections.

These guidelines encourage strict safety standards in the practices and procedures employed by federal agencies or required of dam owners regulated by the federal agencies. The guidelines provide the most complete and authoritative statement available of the desired management practices for promoting dam safety and the welfare of the public. The guidelines apply to federal practices for dams with a direct federal interest; the guidelines do not attempt to establish technical standards and are not intended to supplant or conflict with state or local government responsibilities for the safety of dams under their jurisdiction.
Plan Ahead for a Dam Failure (FEMA)
Dams can fail suddenly, with very little warning. Flooding is the most likely result of a dam failure. Knowing the risk of dam failure ahead of time and advance planning can reduce the risk of serious injury or loss of life. This one-page document offers links to practical resources.
State Dam Safety Resources (FEMA)
There are approximately 79,500 dams listed in the National Inventory of Dams (NID). About 11,800 dams in the United States are classified as high-hazard potential, meaning that their failure from any means, including a terrorist attack, could result in loss of life, significant property damage, lifeline disruption, and environmental damage. This one-page document provides information on who to contact and how to reach them.
